First EU-Jordan Summit Highlights Security, Stability and Investment Cooperation

January , 2026 : The European Union and Jordan held their first-ever summit in Amman on 8 January 2026, marking an important step in their growing political and economic partnership.

The European Union was represented by European Commission President Ursula von der Leyen and European Council President António Costa, while King Abdullah II represented Jordan.

The summit focused on strengthening bilateral relations and advancing the EU-Jordan Strategic and Comprehensive Partnership, which was signed in January 2025. Discussions also covered wider global and regional issues, including the situation in the Middle East, Ukraine, security, trade and migration.

Speaking at the summit, President von der Leyen described Jordan as a key partner for Europe in the Middle East and an important pillar of regional stability. She said the relationship between the European Union and Jordan is built on stability, security and prosperity, and added that both sides stand together during a period of growing geopolitical challenges.

A major focus of the summit was the political relationship between the EU and Jordan. President von der Leyen referred to the Pact for the Mediterranean, saying it could open new opportunities for cooperation. She also highlighted Jordan’s role within the Union for the Mediterranean as a strong foundation for future engagement.

European Commission President Ursula von der Leyen took part in the first-ever EU-Jordan Summit in Amman on 8 January 2026, where she was welcomed by King Abdullah II. During the meeting, she described Jordan as a key partner for the European Union in the Middle East and an important force for regional stability. The summit highlighted political, economic and humanitarian cooperation, including EU support of €3 billion for 2025–2027, a shared investment target of €1.4 billion, and €240 million over three years to support refugees and related efforts.

Economic stability was another key part of the discussions. President von der Leyen noted that the partnership is supported by EUR 3 billion for the period from 2025 to 2027. She also referred to a shared investment goal of EUR 1.4 billion and welcomed Jordan’s invitation to an investment conference, describing it as an important milestone for reaching that target.

The summit also addressed regional stability and support for refugees. President von der Leyen thanked Jordan for helping deliver life-saving aid, especially to people in Gaza, and for hosting millions of refugees, including many from Syria.

She also referred to support for Syrian refugees, including EUR 240 million over three years, which is intended to assist Jordan’s efforts. At the same time, the European Union and Jordan are working together to help create conditions for safe, voluntary and sustainable returns to Syria.

Security and defence cooperation were also discussed as part of the wider partnership. President von der Leyen said both sides would work more closely together, including through support from the European Peace Facility and stronger cooperation using Jordan’s existing capabilities.

The first EU-Jordan summit shows how the partnership has moved from agreement to implementation. With political cooperation, economic investment, refugee support and security collaboration all on the agenda, the meeting marked a significant stage in EU-Jordan relations.
